The mission of the Kentucky APEX Accelerator is to promote Kentucky’s economic development and to strengthen the U.S. supply chain by supporting companies across all 120 Kentucky counties.

Description

In 2026, KY APEX Accelerator (formerly the Kentucky Procurement Technical Assistance Center or KYPTAC) serves as Kentucky's primary resource for businesses seeking to sell products or services to federal, state, and local government agencies. It is an initiative of the Kentucky Science and Technology Corporation (KSTC) funded in part by the Department of Defense. 
  • Non-Financial Program: KY APEX is not a funding source or a venture capital accelerator that provides direct investment or takes equity. Instead, it provides technical assistance to help businesses win government contracts and subcontracts.
  • Contracting Readiness: It targets businesses at any stage—from startups to established firms—that are ready to pursue public sector procurement opportunities. 
  • Registration: Businesses must sign up as a client via the official website to access services.

Eligibility

Geography: Must be a business located in or operating within any of Kentucky’s 120 counties
Content: Must have a genuine interest in performing government contracts at any tier.
Special Designations: While open to all, they offer specialized expertise for socioeconomic certifications like HUBZone, Woman-Owned (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).

Process

  • One-on-One Counseling: Once registered, clients are assigned a regional procurement consultant for personalized coaching on registrations (e.g., SAM.gov), certifications, and marketing to government buyers.
  • Training: Access to an in-depth training curriculum and webinars on procurement topics. 

What an Applicant can Obtain

  1. No-Cost Assistance: All counseling, training, and resources are provided free of charge.
  2. Market Research: Guidance on identifying which government agencies buy what you sell.
  3. Technical Training: Support with cybersecurity compliance, protecting intellectual property, and navigating Foreign Ownership, Control, and Influence (FOCI) risks.
  4. Strategic Connections: Facilitated introductions to prime contractors and government buyers.
